Oregon Renewable Portfolio Standard Compliance Report

Background

Oregon Revised Statute (ORS) 469A establishes a Renewable Portfolio Standard (RPS) that began applying to Central Electric Cooperative (CEC) in 2025. The RPS requires CEC to annually retire a certain number of renewable energy certificates (RECs), and/or use an alternative compliance method as defined in Oregon statute. The number of RECs, or amount of alternative compliance, needed is based on CEC’s annual load. One REC is equivalent to 1 MWh.

2025 Obligation

Although there are Oregon statutes that provide for various compliance exemptions, they do not currently apply to CEC. Therefore, the compliance calculation is based on the entire amount of CEC’s load. The table below shows CEC’s 2025 RPS obligation:

2025 Compliance

In compliance with state law and CEC board approved plan, in 2026 CEC retired 21,073 RECs to meet half its 2025 RPS obligation. The other half of CEC’s compliance will be funds set aside specifically to promote additional energy efficiency programs in member’s homes and businesses. The funding level is determined by finding the highest market rate of compliant RECs multiplied by our compliance requirement. The additional energy efficiency funding for 2025 compliance, to be spent in 2026, will be $101,150.40.
