Weatherization and Window Program

CEC is pleased to offer a residential weatherization program to our members with older, electrically heated homes. This program can help owners of electrically heated homes improve efficiency, control heating costs, increase comfort levels AND receive a rebate to help offset the cost of the energy improvements.

Eligibility

Owners of site-built electrically heated homes, constructed before 1992, and all manufactured homes may be eligible. The Oregon Building Code required site-built homes built after 1992 to be weatherized at the time of construction.  If your site built home was constructed between 1992 and today, click this link for programs your home qualifies for.

How much is the financial incentive?

  • $5.00 per square foot of window area to replace single pane window with any frame type (wood, metal, vinyl, etc.) and double pane windows with metal frame.
  • $40 per pre-hung Energy Star qualified door to replace un-insulated exterior doors.
  • $0.50 per square foot of ceiling insulated.
  • $0.75 per square foot of floor insulated.
  • $1.00 per square foot of wall insulated.
  • Dollar amount varies by residence, based on $0.30 per CFM reduction for air sealing.
  • $250 for duct sealing and repair with an additional $0.60 per linear foot for duct insulation. For more information on the duct seal program and how to apply click here.

To receive the incentive for insulation and air sealing:

  • You must be a CEC member heating your home with electricity for the primary heat source.
  • You must live in a single-family home or manufactured home. If you rent your home, the homeowner must approve the request for an energy audit.
  • For insulation, site built homes must have been built before 1992 and all manufactured homes may be eligible.
  • Your home cannot have any existing floor insulation, wall insulation and no more than R-19 in the attic. Insulation replacement or repairs are not eligible for this program.
  • For air sealing, all site built and manufactured homes may be eligible.
  • Homeowner installations are eligible as long as they are installed to manufacturer’s and CEC program specifications.
  • A CEC energy specialist must perform a free virtual or on-site inspection to verify eligibility and determine the financial incentive prior to any work taking place.  After eligibility is determined, the energy specialist will outline the process.

To receive the incentive for window and door replacement:

  • You must be a CEC member heating your home with electricity for the primary heat source.
  • You must live in a single-family home or manufactured home. If you rent your home, the homeowner must approve the window and door replacement.
  • The existing window being replaced must be single pane with any frame type (wood, metal, etc.) or double pane with a metal frame and must be located in an area heated by electricity.
  • Site built homes must have been built before 1992 (if the home was built in 1992 or after and contains one of the eligible windows above, please call CEC to verify eligibility).
  • The new replacement window must have a U-Value of 0.30 or lower, replacement glass doors must have a U-Value of 0.35 or lower.
  • The existing exterior door being replaced must be un-insulated.
  • The replacement door must be pre-hung and Energy Star® rated.
  • The unit must be installed according to manufacturer’s specifications and CEC program specifications.
  • Homeowner installs are eligible as long as they are installed to manufacturer’s specifications and CEC program specifications.
  • There is no pre-approval or pre-inspection required.
  • The installation will be verified by CEC as meeting BPA standards, which may include a post installation site inspection.

Please note: This is a Bonneville Power Administration (BPA) energy efficiency program. BPA programs are subject to change without notice. All insulation and air sealing projects must receive a pre-installation virtual site visit by CEC and pre-approval to be eligible for the financial incentive.
