Available
Net-Metering service is available to any Customer-Generator on a first-come, first-served basis up to the Cumulative Limit. When this Cumulative Limit has been reached, Central Electric Cooperative, Inc. (“Central Electric”) reserves the right to deny Net-Metering service under this Schedule N or otherwise to any new or additional Net-Metering Facilities.
Applicable
Net-Metering service is available to a Customer-Generator that owns and operates a Net-Metering Facility that meets all of the eligibility qualifications set forth in Central Electric’s Net-Metering Policy.
Billing for Electric Service
Central Electric shall charge the Customer-Generator for all applicable charges for the electric service to the premises on which the Net-Metering Facility is located, including without limitation energy charges for any amount by which energy supplied by Central Electric exceeds the energy generated by the Net-Metering Facility, consistent with the rate schedule that would otherwise apply to the Customer-Generator's premises notwithstanding the existence of the Net-Metering Facility.
Excess Energy Credit
Any Excess Energy for a billing period shall be valued by Central Electric as set forth below. The value of the Excess Energy shall be credited to the Customer-Generator's account and shall be used to offset charges for electric service to Customer-Generator's account for the electric service to the premises on which energy supplied by Central Electric exceeds the energy generated by the Net-Metering Facility during future billing periods. The Customer-Generator may request that Central Electric disburse to the Customer-Generator the value of any such unallocated Excess Energy credits.
Valuation of Excess Energy
Excess Energy delivered to Central Electric's system shall be valued based upon Central Electric's average system cost for wholesale power over the applicable Valuation Period. The average system cost for wholesale power will be calculated by Central Electric in its sole but reasonable discretion taking into account the then-current wholesale power and transmission rates of the Bonneville Power Administration as well as other applicable wholesale power market rates. Central Electric may take into account any applicable wholesale time-of-use charges, capacity charges, including heavy and light load wholesale rates, and any other applicable wholesale power charges. Central Electric shall update its average system costs annually, to be effective as of November 1 of each year.
Additional Charges
Central Electric shall pass through to a Customer-Generator any charges assessed by a wholesale power supplier that are directly attributable to the Customer-Generator’s Net-Metering Facility, including, but not limited to, Bonneville Power Administration ancillary and transmission charges.
Definitions
"Cumulative Limit" means the cumulative generating capacity of Net-Metering Facilities receiving Net-Metering service pursuant to this Rate Schedule is greater than or equal to:
(a) 0.5% of Central Electric's historic single-hour coincident peak load for Small Net-Metering Facilities; and
(b) The cumulative capacity limit established for Large Net-Metering Facilities by Central Electric, in its sole discretion, pursuant to Central Electric’s Net-Metering Policy.
"Customer-Generator" means any member of Central Electric that owns and operates an eligible Net-Metering Facility.
"Excess Energy" means the amount by which electricity generated by a Net-Metering Facility exceeds the amount of energy supplied by Central Electric to the Customer-Generator's premises for any applicable billing period.
“Large Net-Metering Facility” means a Non-Residential Net-Metering Facility with a maximum nameplate generating capacity greater than 25 kilowatts (kW) and not more than 1 megawatt (MW).
"Net-Metering" means the measurement over the applicable billing period of the difference between the amount of retail electricity supplied to a Customer-Generator by Central Electric and the electric energy that is generated by the Customer-Generator's Net-Metering Facility and that is fed back to Central Electric's system.
"Net-Metering Facility" means any generating facility that meets all of the eligibility qualifications set forth in Central Electric’s Net-Metering Policy. As used in this Schedule N, including a Residential Net-Metering Facility, a Non-Residential Net-Metering Facility, a “Large Net-Metering Facility” and a “Small Net-Metering Facility.
"Non-Residential Net-Metering Facility” means a Net-Metering Facility owned and operated by a Customer-Generator receiving retail electric service under Rate Schedule B (General Service Rate), Rate Schedule C (Agricultural Irrigation Rate), Schedule F (Industrial Service Rate), or Rate Schedule EV (Commercial EV Charging Rate).
“Residential Net-Metering Facility” means a Net-Metering Facility owned and operated by a Customer-Generator receiving retail electric service under Rate Schedule A (Residential). “Small Net-Metering Facility” means a Net-Metering Facility (Residential or Non-Residential) with a maximum nameplate generating capacity of not more than 25 kilowatts (kW).
“Small Net-Metering Facility” means a Net-Metering Facility (Residential or Non-Residential) with a maximum nameplate generating capacity of not more than twenty-five (25) kilowatts (kW).
"Valuation Period" means each twelve (12) month period between October 1 and September 30.
Rules and Regulations
Service under this Rate Schedule N is subject to modification by the Board of Directors of Central Electric.
